Special considerations about the Host organization: Caritas is located in the city of Bolzano, South-Tyrol. This region is very special seen that it has a particular history and it's bilingual (Italian and German). The local culture has Austrian basis. The service is developed mainly in German.

The Autonomous Province of Bolzano-Bozen has a population of 498.857 people. Historically, the main language groups are German speakers who amount to 69,15% of the total, Italian 26,47% and Ladin 4,37%. 73% of the people living in the capital city of Bolzano belong to the Italian linguistic group, 26,29% to the German and 0,71% to the Ladin (according to the 2001 census).
At the end of 2008 36.284 foreign nationals, including EU-citizens (UE-27), were living permanently in the province of Bolzano. This number has increased by 10.1% from the year before. Among foreign nationals 32.3% (11.728) are EU-citizens, 35.4% come from European countries outside the EU. 14.5% foreign nationals are from Asia, 13.1% come from the African continent. These figures show that on the total number of the population in South Tyrol, the number of resident foreign nationals has incresed from 6.7% at the beginning of 2008 to 7,3% at the end of the same year. Additionally, 50% of the total number of foreign nationals are aged between 25 and 45. Nearly 30% of the total number of foreign nationals are children or young people, This proportion is not much higher among Italian citizens living in the province of Bolzano.

The large number of researches conducted on the youth culture in Italy and in Europe have shown a decrease in interest towards active political and social participation of young generations. More interest is shown towards associations, even though more and more often young people tend to diminish their particpation also in this field. In other words, in developed societies young people demonstrate a limited interest in the chances and future of the society. As a consequence, the full exercise of young people's rights and duties as citizens is likely to be jeopardized.

A survey on youth attitude towards politics - which do not correspond to political institutions but to decision making processes regarding community life - was conducted in the province of Bolzano. The survey has shown a limited interest in political issues. Only 6.2% are interested in politics at local level, 6.8% at provincial level, 8.9% at national level and 12.0% at internatioanl level. Nonetheless, education issues have appeared to be of major interest, amounting to 71.2%. Other topics are of minor interest. For example, one third or a little more of young people participating in the survey are interested in human rights, 30% are interested in peace and disarmement and one fifth in women's rights and in problems related to globalizations. The South Tyrolean youth doesn't show a great interest towards social issues. Large groups of young people show no interest in politics - at the local, national or international level - nor in social issues, environmental or social ethic issues.

Regarding membership in associations: about half of the 14 to 25-year-olds is member of a sports association, one fourth is member of a cultural or free time association, students' association or youth association. Only a very small percentage is part of a group representing strong values as environmental protection (4,0%), political associations (3,4%) or protection of human rights (2,1%). A comparision with the survey of 1999 shows that membership in human rights associations is decreasing.

The question regarding the conditions which could increase the participation in associations demonstrated that membership is seen as an opportunity for personal future, as it allows to learn new things, to meet and measure with others, etc. There is also a social component: "it has to be important to society". This condition was mentioned by more than a fifth of the young people interviewed. Compared with the previous survey, this perception seems to be growing.

The offices of youngCaritas are located in the main offices of Diocesan Caritas Bolzano-Bressanone in Bolzano. youngCaritas is working mainly with young people, both from the German and the Italian language group, living in the Autonomous Province of Bolzano-Bozen. Important partners of youngCaritas are high school and secondary school students and all young people motivated and interested in making an experience in voluntary work.

The project is open to all young people motivated to work with young people, schools and youth groups.
