Resumo: Due to the large number of young people living in the town and using the city services and resources, we have to bring the public administration close to them, as well as offer them spaces to communicate and relate with one another, as well as all possible ways of emancipation and participation, including those which integrate a European or international dimension in the form of a personal, cultural, social, political, language,... project.

The Emancipation Office is the materialisation of one of the programmes of the Youth Council, the Programme for Youth Emancipation. In it, there are different action fields, mainstays of all services: housing, occupation, training and mobility -international cooperation-. The latter includes different actions, from awareness about the advantages of international experiences (through specialised counselling, talks, workshops,...) to management and promotion of European projects about local and international impact, individual or in groups, through the promotion of foreign languages.

One of our most important characteristics is the modernisation and up-date of the services and resources offered to youth, the capacity of direct, and quality, response, ahead of the new needs, as well as the spirit of proximity to youth in other parts of the city.

EVS volunteers would participate in the Emancipation Office, with the team managing International Mobility. They would support the team and collaborate in the activities and projects carried out (consolidated, new and under creation).

To do so, and to multiply and give visibility to the projects carried out, volunteers will participate in activities and projects to promote European projects. In these cases, they are the reflection and example of the different possibilities. In this sense, they will support with the organisation and development of different activities: awareness, promotion of foreign languages, and other proposals result of the needs of young people and concerns of volunteers.

Perfil: Volunteers: willing to experient and know the peculiarities of work in an area of the city council, motivated to form part of a dynamic, young team, and, above all, willing to learn and show us new things.
-Interested in working directly with people (especially with youth; active when carrying out activities, some of them, punctual activities for collectives in risk of social exclusion).
-Receptive people, willing to provide and accept feedback, to learn and to teach; they will be supported by a consolidated team. -Motivated to promote European citizenship and international programmes boosting it, through workshops, talks, debates,...
The project will be published in the EVS data base. A democratic access to the project is guaranteed through an objective recruitment. The recruitment will be done by the coordinator of the Youth Emancipation Office together with Nexes; the volunteers best adapting to the profile, with less previous experiences will be selected in order to ensure the multiplying effect of the EVS.

Tarefas: Volunteers will participate in a very strong technical team. It is formed by social educators, pedagogues, psychologists, and a sociologist promoting the project "Zoom Jove-Observatorio" about the reality of young people in our town. This is a dynamic, flexible, motivated team able of working in any purpose. The service is well organised: responsibilities and team work (constructive and cooperative) are essential.
The quality of the attention to our users is essential. We learn different municipal strategies to detect the new concerns and needs and, with it, we optimise our services, and, thus, we offer a modern, up-to-date and innovating service.
The role of volunteers is essential, as they are an example of courage, entrepreneurship, effort and sociability, concepts with which we identify ourselves, but with the added value and richness provided by people from other countries.

Our commitment is that volunteers support and collaborate with our activities, especially those dealing with mobility and international cooperation. Thus, their tasks form part of a project and their involvement is essential.

They will enrich the service giving its work a European dimension. This is a very important role, as they may share their experience with other youth interested in participating in mobility projects.

They may participate in the following activities:

1. Collaboration in the Youth Emancipation Office:

- Information and welcome users visiting us for the first time, explaining to them our services.

2. Promotion of mobility and international cooperation (action line of the youth policy of the Youth Council):
- Promotion of our EVS service through meetings of people who want to know about the programme, who are currently applying or who are participating in a volunteering project in our country. There is a team in charge of the management of the EVS, so volunteers will never be responsible for it.
- Collaboration in the quarterly programme "Flash Formatius", talks, workshops for youth, related with emancipation, providing new workshops and collaborating in international mobility activities.
- Support activities or projects (local or international) to promote international mobility, for youth collectives (organisations, foundations, class groups,...). Example of an active project, in it's 1st stage: "Active Platform of Organisations for International Participation", project with the aim of bringing the European dimension close to the organisations in our city, enabling them to benefit from the European resources offered by the different Actions of YiA. The platform will consolidate with the different organisations may support one another and provide feedback, and we remain as entertainers, counsellors and experts. (We plan to organise an international seminar to meet partners, exchange of good practices, etc.).

We will value very positively that volunteers see our service as an opportunity to teach and learn (bi-directional), in which they may provide their knowledge in the field, as well as new approaches and points of view, creation -innovation- development of new projects with the aim of providing welfare to youth.

Condições: At arrival, volunteers will receive all needed information to manage any unforeseen incident, as L'Hospitalet del Llobregat (Barcelona) is a city with all kinds of facilities (from transport through public health).
Nevertheless, the coordinator of the Youth Emancipation Office and the coordinator of Nexes, available for volunteers 24h/day, will help them with any support or urgency they need and they will organise to give them psychological and practical guidance and support, depending on the needs.
Apart from these 2 references, the whole team of Nexes is involved to ensure that all EVS projects are a success and that volunteers live it as such. It is important to remind that the team of Nexes is formed by professional youth trainers and educators, with a large management capacity in delicate situation and management of conflicts.

Nexes follows the following strategy: when there is a problem, they talk to the volunteer to see if he/she can solve the problem alone or with our help. They try that volunteers propose a solution and solve the problem, so they learn to solve conflicts alone. Volunteers know from the first moment that they can talk about all kinds of problems with their mentors or with any person in Nexes. To do so, they try to create a serenity, confidence atmosphere.

Nevertheless, they will detail their management method in case any volunteer has personal problems, related with the project, the environment, the tasks at the Youth Emancipation Office, with the host organisation, etc. This is the result of our wide experience managing EVS volunteers and groups of participants in the programme Leonardo Da Vinci.

Problems with the accommodation - 2 problems may arise:
-the volunteer doesn't like the house, city area, room,...: they try to talk with him/her so he/she understands that flexibility and adaptability are part of intercultural learning. If the difficulty is important, they look for another room.
-The volunteer has problems with the flat-mates: they try to find the root of the problem, talking to the volunteer and flat-mates (in necessary), trying to mediate. If necessary, the person in charge of accommodation in Nexes talks with the owners of the flat (if language, mediation or simplification is needed). If the difficulty is important and there is no solution, they look for another room.

Integration problems - in order to integrate volunteers in the community, they have a mentor and a cultural programme so they can learn as well as possible about the reality in which they find themselves. The whole team of Nexes helps them to contact with other people collaborating with us and meet other volunteers in activities organised by Nexes. Volunteers can always count with the psychological support of the team of Nexes.

Problems with their work or tasks - volunteers have a weekly working plan defined by themselves and the mentor during weekly evaluation meetings and revised and controlled by the coordinator of Nexes. Volunteers may give ideas for the activities in which they participate: changes, opinions about activities of Youth Emancipation Office.
If the supervisor of Nexes sees that the proposed activities do not fulfil the aims and subject of the project, she will talk to the host organisation to solve this.

-Health problems - if volunteers need to go to the doctor, the coordinator of Nexes will help them to find one and, if necessary, will accompany them.

Formação: In the town of Hospitalet del Llobregat, there are many services working in depth the issue of international mobility. The Youth Council, through the Emancipation Youth Office is interested in making youth and local authorities know about the international mobility opportunities the European Union offers.
The Youth Council is aware of its potential to make commitments that encourage international participation of young people (individually or in groups), has opted for youth policies promoting local and international participation, non-formal education, cultural exchanges and European citizenship, taking the inclusion of young people with fewer opportunities as common topic. Currently, information, guidance and advice service on issues of international mobility are booming, as it's one of the most requested topics by young people who come to our office every day. In fact, today many young people come to our office requesting information about the possibilities to go abroad or participate in a workshop or talk, starting point of their idea to leave.
We are accredited as EVS sending organisation since 2007. We offer general counselling about mobility resources and, specifically, about the EVS. Not all of them choose us as a sending organisation if they do participate in the EVS, but those who do start an individual monitoring system. Once this process has finished and all involved parts commit to their duties, the application is sent. Nexes will act as coordinating organisation for hosting projects, so they will be in charge of the practical matters (accommodation, pocket money, language training, etc.). The conditions for such collaboration are reflected in an agreement signed between both organisations.
Our idea hosting and sending volunteers is giving more visibility to European programmes (specifically to YiA) in our town, as well as providing L'Hospitalet de Llobregat with the enrichment and added value of such experiences, as the Youth Emancipation Office promotes emancipation processes at different levels (local, national and international).
Furthermore, we are convinced that our sending EVS will benefit from hosting experiences, as potential candidates will see a model which will motivate them to participate themselves. Reflection, multiplication and motivation will take place.
For some time, Neces and the Youth Council have been collaborating with a service offering counselling to young people interested in having an international experience. This individual counselling is also promoted in talks and workshops, as well as the international participation of youth groups (formal and informal).
