Resumo: The city district – located in the North-eastern part of the the country, in Utena county, in Aukstaiciai highland of the Baltic ridge, its area is 1339 sq.km. In the North there is a frontier border with the Republic of Latvia, in the East – with the Republic of Belarus. The city region was formed on 20 June 1950 from 24 parishes of the former the city county. Today there are 10 elderships in the district. The administrative centre of the district is the town. According to the data of Department of Statistics a little bit less than 20 thousand citizens lived in the district at the beginning of 2010.
Today the city district is characterized by the wonderful, pure and picturesque nature and by flora and fauna rarely seen elsewhere. Hence, it is not surprising that in the district there are even two regional parks: Grazute and Sartai. The city district is one of the districts in the country that has so many lakes; there are over 300 lakes and small lakes of various sizes. Although the largest country lake - Druksciai Lake - as well as Sartai Lake, Luodis Lake and Avilis Lake that are included into the top ten of the largest lakes of the country are situated in the territory of the district, small, up to 10 ha, water bodies prevail in the district. 8 rivers, one of which is Sventoji, cross the district. Despite the wonderful water resources, the district is special for its flora. Forests, mostly pinewoods, cover app. 30% of the territory. The plenty of natural resources create extremely favourable conditions for developing tourism and wellness services, thus, the city has been famous as a territory perfectly suitable for relaxation and recreation for a long time. In 2008 the town was awarded a status of the resort territory. In 2010 the city district declared as the EDEN destination in the country for aquatic tourism.

Tourism – one of the most attractive fields of business and investment trends in the city district. Such situation is presupposed not only by the extremely favourable natural conditions and the picturesque landscapes but also by the plenty of objects of interest (including Stelmuze oak, one of the oldest trees in Europe, Dusetos art gallery and many other objects), spectacular cultural events and the well-known cultural heritage. In the recent years the increase of tourism services, developers of the resources and guests from the country and abroad is seen.

Currently the project-based activities which aim at creating more favourable environment for the local people and the guests are being extremely developed in the city district. The city becomes a district open to investments and sustainable development. The local public institutions actively develop international relations; at the moment the partnership relations are maintained with Ballan-Mire (France), Daugavpils (Latvia), Zdunska Wola (Poland), Mottafollone (Italy), L-Isla (Malta).

When talking about the district, the distinctive cultural surrounding and the distinctive cultural life have to be mentioned. The fact that the culture has a special place in the life of city district is proved by the name of the first country capital of culture awarded in 2008. Hardly could we find someone who has not heard about the traditional republican harness horserace, which reminds of the ancient traditions of the Baltic people, and which takes place in Sartai on the first Saturday of February. Didzioji Island of Zarasas Lake – unconventional space for culture – has become a place where many traditional summer events for people of various likings and viewpoints take place. Not only the unique events but also a gallery of professional art where works of the most famous country artists are exhibited that attract more and more people to Dusetos and the city every year simply cannot be leaved unmentioned. And all this is only a part of all, bigger and smaller, cultural and sport events that take place in the district.

Practical and useful information about life in the city:
Travelling in the region
Distance from the city to Vilnius, the capital of the country, is 150 km. The journey tooks about 3 hours going by bus (the ticket costs about 35 Lt) or 2 hours going by car. The busses go every day 3 times per day.
Distance from the city to Daugpilis (the second biggest city in Latvia) is 25 km. The busses go once per day, a ticket costs about 10 Lt.
Distance from the city to Utena is 50 km, the busses go every day 5 times per day.
Distance from the city to Kaunas (the second biggest town in the country) is 186 km. A ticket costs about 40 Lt and journey tooks about 4 hours.
It is possible to rent a bike in the city and travel around the region, there are several interesting routes for tourists in regional parks.
Shops
There are several shops in city there people can buy food and other things. If volunteer needs something really special, it is possible to buy it on-line (volunteer’s mentor will help to do this) or go to other town. Also it is posibility buy cheap clothes in the market on every Friday.
Cafés
4 cafés in town and 1 summer beach café.
Youth
More than 7000 people in the town. 23% from them are 14-29 years old (about 1500 young people).
Education
1 primary school, 1 secondary school, 1 gymnasium, 1 agriculture school, 1 arts school, 1 sports school.

Perfil: Priority would be given to volunteer who is:
Enthusiastic and motivated person with some social or humanitarian work experience;
Communicative and creative;
Interested in mass media or arts such as making films or photos;
Have some experience working with computer graphics;
Have good English speaking/reading/writing skills (Russian language would be a plus);
Have understanding that library is not a place only for saving books.
City Public Library is open to every organization having the status of EVS Sending organization.

Age 18 until 30 years old

Tarefas: Learn how public libraries operate in the country, specific skills and methods to effectively provide the local community with information they are interested in;
Learn country language with teacher and in problematical everyday situations;
Improve communication skills and social competences with local people wich have different education and are from various social groups:
• Posibility to work with children – creative workshops, funny readings, basic English lessons, etc.;
• Posibility to work with teenagers – also creative workshops, basic English lessons, cinema club, making films, clips, young photographer’s club, etc.;
• Posibility to work with adults – basic English club, discussion’s club.
• Posibility to work with seniors – computers courses in bigger groups or eye-to-eye.
Test himself/herself in media sphere (journalist, photographer, operator, designer) and help to make articles, photo or video reportages and advertisements to library’s website;
Volunteer will be understood as assistant and reliable helper, although fields of personal responsibility will be identified too. It depends on the volunteer and his/her wishes to be active and creative.
The field of volunteer activities will largely include communication with visitors and staff, assistance in organizing of events, sharing ideas, assistance to the other sections and departments of the library.

Typical everyday activities/tasks:
10:00 – 10:30 Discussion with supervisor about day’s tasks
10:30 – 12:00 Creative work on library’s website (editing photos, making videos, preparing information for English website version)
12:00 – 13:00 Lunch break
13:00 – 14:00 Creative work on library’s website (editing photos, making videos, preparing information for English website version)/Workshops with teenagers/Making video-clip about the library and its activities
14:00 – 15:00 Country language lesson/preparation for a cultural event/Workshops with pupils/Preparation for the traditional library’s events
15:00 – 15:30 Coffee break
15:30 – 17:00 Work in Readers Service Department (putting books into the shelves by international codes)
17:00 – 19:00 Activities with youth and adults in the language club/Art club/Cinema party/

Important: everyday tasks are closely related not only with daily activities of the library but also with cultural events in the library and the city. For example, there is a lot of creative work before mass concerts or poetry evenings (“Poetry Spring” in May, “Romantic Reading Nights” in August, “Autumn of Prose in October). Library takes part in a traditional city’s event “Carnival of Water” in July and makes a special boat, etc.
More concrete daily/weekly tasks will be discussed and planned together with the volunteer. It depends on his/her skills, experience, motivation, vision of his/her role in the library’s team.
