Resumo:
The city is one of the largest city of Latvia according both to the number of population and the total area (72.48 km2). The city is situated in the South-Eastern part of Latvia, on the banks of the river, which is the largest river in Latvia. The favourable geographical location of the plays an important role for the development of the city, as it borders Lithuania (25 km), Belarus (32 km) and Russia (120km). The advantageous geographical location of the city has enabled it to develop into a crossroads, a significant industry and transit centre of Eastern Latvia.
According to the data of Central Statistical Bureau of the Republic of Latvia at the beginning of the 2010 there were 103 754 residents in the city, whereas at the end of the year 2009 - 104 171 people lived in the city, density of population was 1446.7 people per km2 (square kilometre). During the year the number of residents in the city has decreased by 417 people.
The ethnic composition of the city population is heterogeneous. In late 2009 Russians constituted the majority of the city population - 52.7%. The number of Latvians was about three times less, which constitutes 17.6 % of the total number of the city residents.
The city can be rightly considered a unique multi-ethnical and multicultural city, where many cultures coexist. The city boasts a great variety of national cultural associations: Russian culture centre of the city, Belorussian cultural association, Latvian association of the city, Ukrainian cultural association , Tatar cultural association, Polish cultural association, German association etc. Year 2008 was marked by the 20th anniversary of Polish cultural association , Belorussian cultural association celebrated the 15th anniversary.
Education is considered a priority in the city, because it provides new opportunities and ensure further development of the city. It is an important contribution to the future of the city. Funding for education constitutes the biggest part of expenditures of the municipality budget. There are 22 general educational institutions and 29 establishments of pre-school education. A great variety of interest related education is widely available to children and youths. All these activities are managed and supervised by Education Board.
The oldest and largest higher education institution is the University. In recent years it has become an important centre of science. Apart from the University there are 11 higher educational establishments in the city, thus a wide choice of opportunities for studies is provided to potential students not only from Latgale, but other regions of Latvia as well.
Roman Catholic, Lutheran, Orthodox, Old Believers' and Judaic churches testify to activities of various religions. Catholic traditions are deep and strong in the city.

The organization is collaborating with the Social Issues Board and its institutions: Social home (Saura str.28), Social Care and Rehabilitation Day Centre (Liepajas str.4) and Family Support Centre/shelter
(Saura str.26):
:: in Social home are living many socially challenged families with kids at difference age. The organization volunteers organize for kids and youngsters several clubs of interests and socializing activities.
:: in Social Care and Rehabilitation Day Centre attend retired people, disabled, youngsters and kids, because person at any age can need social Care and rehabilitation. The organization organize clubs of interests and socializing activities for people at different age.
:: there are living single mothers with kids or kids - victims of violence in their family in Family Support Centre/shelter. Here the organization organize socializing activities mostly for youngsters and kids, and take care on babysitting once a week if there is a need.

Target group
youth and kinds in kindergarten, primary and secondary school, the university, in social houses
:: organize activities for kids/youth: preparation of the activity on the concrete topic chosen by the EVS volunteer and implementation. It can be done independently or in the group with other volunteers. For example, organize presentation about the voluntary work/service in schools during the whole learning year (it could include preparation of the Power Point presentation or movies, implement some active simulation games with pupils in schools, and implement charity activities together with pupils).
:: if the volunteer knows German language, the activity could be done for German speaking pupils and students at the RFZ (Regionals Fortbildung Zentrum für die Deutsche Sprache und Landeskunde) at the university.
:: prepare youth exchange projects (if the volunteer shows the interest in project preparation and writing)

:: lead the English class for seniors or youngsters/kids (one or two times a week for 1 h 30 min during the whole project)

Besides EVS volunteer is free to participate in other activities of the organization: as New Year celebration activities, Easter, Lîgo, picnics, youth exchange projects, attend youth club meetings, use computer class with free internet-access, participate in different clubs of interests which are organized by the organization volunteers at the Day centre for social care and rehabilitation.
