Resumo: Outline the project environment for the suggested voluntary Service, including the local community where the project will take place (e.g. geographical, social and economical environment). If the host placement is located in a live-in community, please include the rules and conditions that apply also for the volunteer.

As mentioned, organization is situated in the space of the local youth office of Municipality which is one of the biggest Municipalities in Belgrade. The organization has been reached the 5 year collaboration with youth office and since then we have been using a space which is physically separated from other offices. In this room we have 3 computers and 3 working desks that are supposed to be used by local and international volunteers. By plan, each EVS volunteer will have a working desk and computer of his/hers own with internet connection and all necessary equipment.

Office would host not more than 3 persons by shift, so there is enough space for each volunteer and supervisor that is the person that will spend all the necessary time with volunteers. During the volunteers staying in office there will always be a supervisor with them, with whom they will do their tasks and who will have the role of leader of their project in sense of getting them familiar with tasks and responsibilities, working together on projects and organizing actions, helping them with reports, finances and any problems that may occur concerning house where they will live.

With passed volunteers we always used first two weeks of volunteers arrival to help them to understand his/hers position in organization. First week was usually devoted to volunteers meeting with other members of the organization (members of board, mentor, supervisor, local volunteers, people from youth office, local government etc). In first week we would also publish few articles about volunteers arrival over our web site and local news papers. In those articles we would write few words about volunteer (where are they coming from, how old they are what are their names), what will be their tasks in the organization and how long they would stay. We would also write a short article about Youth in Action program so local young people could read more about it. Local government was always very interested and happy to meet local volunteers, so by now they have organized 3 different welcome meetings for 3 different generations we have hosted. Considering that in Municipality there is a whole department that is working on youth issues we consider that this meetings are more than useful and also very good for volunteers to understand how does the local government work.

In second week volunteer usually gets more attached with his tasks and responsibilities. They get introduced with working plan of organization and future projects that are ahead us. They get a small training about our working style, priorities and office policy (like coming to work on time, arranging free day and weekends, calling on time in case of being sick etc). In second week volunteer also gets familiar with reporting forms, financial sheet that they full fill to prove their food costs and other necessary obligations that he/she will be responsible for. This part is usually left for project supervisor whereas part with getting familiar with surrounding is usually task of mentor.

Each volunteer would get a monthly amount of money in cash (or in case volunteer prefers, there is a possibility to open a personal bank account). Until now we were practicing cash with volunteers, because system of paying with card is still not well developed in Serbia (for example you can’t pay fast food in bakery or in barbecue place with card). That’s why volunteers were always deciding to receive cash for food and their pocket money which was usually around 210 euro per month (80euros for pocket money and 130 for food). Money was given to volunteer once a month (usually on first every month), where the volunteer had to sign the receipt that they have received the amount.

After receiving amount, before getting the money next month, volunteer would have to prove their costs by showing the bills for the money they spent. This action is necessary so organization could prove the money to the National Agency or Executive Agency and Financial Institutions of republic of Serbia.
With monthly amount that volunteers will receive they will have opportunity to choose how they will organize their alimentation.

There are different options considering that Belgrade is city that has a lot of different eating facilities (like restaurants, student menza, fast food shops, bakeries etc…) Depending of eating habits of volunteers they would have chance to choose their eating place (in case they are vegetarian or vegan there are also these kind of restaurants), or in any case they will be always in possibility to buy food in food shop and prepare it at home. Mentor will introduce volunteers which food shops are the best and which one has lowest prices, so they won’t come into the risk to spend a lot of money and stay without it before end of the month. Close to the office there are many supermarkets where volunteers will be able to buy food so they will also be able to prepare healthy meal in the office. Monthly allowance will be paid in local currency (RSD) considering that euro is not acceptable for paying.

Perfil: Sending organization of our future volunteer need to be the one that is actively involved in a youth policy and not just a service that is sending random number of volunteers by month (which was a case in previous projects, and we considered it very unhelpful in crises situations). They supposed to be familiar with the all necessary information that we need to know about volunteers that we will host (special needs, his/hers previous experience and engagement, their hobbies, their motivation...). We expect to have full cooperation with sending organization during preparation of project until its evaluation and possibly during the follow up. We will be in constant contact with them, in purpose of volunteers better adaptation and possible problems that may appear.

Volunteers supposed to be really motivated to work in organization. They have to be aware that they should contribute with their presents and preparedness to work in projects that organizes. Their help will be welcome and in return they will be provided with new knowledge, different working approach and new experience. We also need volunteers which are open minded, ready for action, very active and positive. Youngsters which are willing to develop their ideas in organization, the ones which are ready to give their best and which are individuals that are ready to work in team will be more than welcome to join the organization. Volunteers should have some teaching skills or at least to have some motivation to do language workshops. If they are not speaking any of mentioned languages, they should have basic knowledge in camera, animation or graphic designing, which will help to organization is visibility of projects that are organized during the volunteers’ project. They should also be very flexible, so they could easily fit and understand Serbian mentality.

Volunteers profile will be different from project to project. It will depend weather we would need to include youngster with fewer opportunities for short term or a long term EVS. It will also depend of the project that we need an EVS volunteer for, but some main lines are already mentioned about where can volunteers be included. We plan to give chance to anyone, and find common interest in their desires in our requirements.

The recruitment of volunteers will be very transparent and everybody will have chance to apply and send their motivation letter, CV and specific application form the organization developed. Plan is to publish it on line on several youth forums and groups, facebook, twitter and other social networks and to send questioner to all of our partners and organizations that we have cooperated before. The selection will be held by the board members of organization on common meeting where we will read all the applications and choose the ones that we find most comparable with the profile we are searching for. The chosen ones will have scheduled SKYPE interview where they will have chance to tell a bit more about their motivation and wish to come and work with the hosting organization.

The organization will choose those youngsters that would be well informed about activities of organization and the ones that would like to come to work in the organization and not just to live in Belgrade. By previous experience, system of receiving motivation letter, CV, specific application and SKYPE interview showed as a great system of recruitment, considering that all EVS volunteers that organization hosted were introduced in advance about what is waiting them once when they arrive.


Call will be opened for everyone who is up to 30 years old, without discrimination based on race, gender or formal education level that volunteer will present in their application. By this we also consider that we are ready to accept young people with fewer opportunities (as mentioned ones with economical, geographical, cultural and social obstacles). The recruitment of those volunteers will be implemented by the general system of recruitment that is mentioned, with special attention of additional needs of the volunteers. In case of recruitment of volunteers with fewer opportunities, we would always apply additional measures of introduction (like advance Planning Visit) and additional mentorship support that has been explained in previous chapters of this EI. Previous experience of organization in work with young people with fewer opportunities showed that we have good facility, stuff and program support as well as well organized volunteers ready to help and support future EVS volunteers. In recruitment process, advantage will be given to young people coming from those four groups considering that they also represent target group of organization with which we also work on local level.

Tarefas: As mentioned, The organization is growing day by day. Every month, new projects are opening and more activities are happening. EVS volunteers will be able to learn a lot about development of one organization. They will have chance to work on implementation on short term or long term (local) projects. They will be introduced with all the necessary things which are needed that one organization works (from office settlement, through fund raising, over preparation and implementation of projects to finances, administration and communication in team).

Volunteers will also have open space to develop their own projects, for which they find interest, so they will first meet the local mentality, culture and habits of people in Serbia. In case that any of the ideas come to volunteers mind they will have full support from the side of their supervisor by giving them necessary technical, financial or logistical support. Example of this act is definitely project that is an ecological festival that organization is preparing every year and it came as an idea of former volunteers. Volunteers had an idea to organize a project that would raise the conscience of local population about protection of environment, so they had developed the concept of four days festival on which every day will be topic of different natural element (earth, water, air and fire). Considering that organization recognised realistic possibilities to implement those activities, we have consulted different funding possibility and with help of city of Belgrade and Municipality we have organized this event. Volunteers will also be involved in charity projects and projects which are connected with local and national activities. They will be able to work with local community which will help them to see new approaches to work and to find new ways of solving the problems. Volunteers will be involved in work with local community with organizing language courses (conversational level), different local actions (especially international volunteers day) that is always attended from the side of many local people, their own projects which they will start, ecological festival (mentioned Zeleni Prozor) and other activities that organization will implement.

Because our organizations is tightly cooperating with local government which is also one of our main supporters, volunteers will have chance to learn about partnership relations with other bodies: How to communicate, what are the aims of mutual cooperation and how can someone act in a case when problem appears, proper reporting, evaluation and disseminating project results. Because we are sharing one part of the office with local Youth Office, volunteers will also have a chance to participate in their free time in different workshops that are organized by this youth office (different language courses, sign language, different animation and film workshops, guitar lessons, computer lessons, software workshops…) so this will also take important part in volunteers learning process.

The orgnization is working on promotion of Youth in Action program and EVS service in our municipality for last 4 years. Volunteers will have chance to learn lot more about it, to be involved in promotion and see how does organization of campaign works.

Beside this, volunteers will be constantly involved in process of making new projects. From its writing (finding ideas, defining aims and objectives and constructing the concept) over its implementing to its evaluation. All of the volunteers will be involved in this process as part of their personal development and as part of contribution to the organization.
In the other hand volunteers will live on their own (and some of them for the first time). They will learn how to live in different environment than the one on which they are used to. The will learn about new culture and customs in which they live, they will have chance to meet new people (colleagues and co workers) from whom they will have chance to hear new stories. They will work and live in Belgrade so their daily life will be fulfilled with new experiences and observations.

Organization is well familiar with concept of Youth pass, and all previous volunteers has received one with well explained key competences they gained. Organization has been providing to the volunteer a little training about Youth Pass (that they also get during they on arrival meeting), after they come back from on arrival. We always speak with volunteers how did they understand the concept of Youth Pass and if everything was clear for them. In case not, we help to volunteers to understand it better and represent key competences one more time. Organization is usually working on volunteers learning objective through weekly evaluations/reports that we check and try to understand which achievement volunteer did for that week. We always recommend to volunteer to write a personal diary and write down everything they learn week by week, so when they decide to start to fill their Youth Pass they always have clear picture what was happening on beginning, middle and end of their project. In previous experiences, all the volunteers were making Youth Pass before they went back home, so organization was on their disposal for any questions or doubts about key competences that they would need to fill.

Close to the end of volunteers service in the organization we were always introducing volunteers with obligation of writing final report. Considering that through learning points and skills all former volunteers had a chance to learn how to make reports, we never had a big problem to explain this step to each one of them. In those moments, volunteers would collect their old reports and diaries and remind themselves about their activities, positive and negative outcomes as well as the projects they organized or participate at. In this part we would also consult sending organization (in case project was approved on National level) and ask about if there are certain specificity that we should know about before we start this process. Volunteer would always get full support from mentor or supervisor in writing final report and even encouraged to stress out points with which he/she was not satisfied. Each of the volunteer would also receive evaluation form that was consisted out of 10ish pages that would be used for the personal overview of organization. Those evaluation forms would be shared on board meetings (that are happening quarterly) and members of board would always reflect on what could be the possible improvements for future volunteers that we would host.

Considering concrete volunteers roles in the organization, first of all we want to stress out that we plan to host short term and long term EVS volunteers. Plan is differently structured idea for both of these services.
