Resumo: Population of Baltanas: 1,342 inhabitants; location: SE of Palencia (Autonomous Community of Castilla y Leon). Altitude: 780 m.a.s.l.; Climate: Continental mediterranean, with long, cold winter and short summer. It is located in the centre of the Natural and Historical Region of Cerrato, an area of valleys and tabular hills and small towns with a common past, in the provinces of Palencia, Burgos and Valladolid. Economy: traditionally based on agriculture. The population has been decreasing for the last 50 years due to migrations to the cities or industrial areas. The ageing population counts with a decreasing number of young people.

Its traditional role as regional centre has lost importance due to its closeness to the capital city. Some administrative and commercial services (education, health, post office,...) still make it important for nearby towns. Economy: it counts with some food industry, like cheese, and canned fish industry. Construction and production industries also have some significance.

It counts with important monuments: Church of San Millán (16th C), Chapel of Nuestra Señora de Revilla (17th C) and Saint Gregory (18th C.), Monastry of San Francisco (16th C), Hospital Santo Tomas (where the Museum Cerrato Castellano is located) and Old Hospital. The are of wine cellars (Zona de las Bodegas de Vino) is significant.

Volunteers will participate in the following places:
Residence La Milagrosa, a reference for elderly people. Volunteers will be with about 50 residents, supported by the occupational therapist and the municipal social assistant. There will be an exchange of experiences and they will mutually enrich one another. We would like our elderly people to see them as an image of Europe and the volunteers to know another social, rural and generational reality.

Youth Centre

As a physical frame and reference for our young people. A Youth Technician will offer activities and attend the demands of young people. The activities will take place throughout the year. It will be a training, information and activity centre (with youth information centre, information about mobility, youth cards, European programmes,...).

Kindergarten, toy library
Open throughout the year. In summer, it carries out activities for children (We grow in summer). 2 leisure leaders will carry out toy library activities next door.

Other actions
The City Council promotes (especially with good weather) events boosting the community and its production sectors (Food Fairs, Sport Events) and traditional feasts. These activities count with a lot of public. Volunteers will be clearly play an important role in them.

Our wish is that volunteers participate in our society, promoting their presence and coordination with our associations (Youth Association, Sports Club, House-wife Association, Parent's Association, Retired People's Association,...) taking part in their activities and contributing with them.

Perfil: Profile of the volunteer(s) and selection process:
-Motivated volunteers, aware that they will be living in a rural environment.

Awareness for cultural and intergenerational communities will be taken into account.
Pro-active people. Sills in any of the following would be interesting: social skills, ICTs, musical instruments, painting, design,... as it would help to carry out the suggested activities.

Dissemination: web sites, data bases and contacts in towns of the region and province with EVS experience, as well as the Youth Council of Castilla y Leon. We hope to have enough demand to be able to carry out an efficient selection. At the beginning, we also require sending organisations with EVS experience or with positive EVS experiences in Palencia. That is, with good references.

Tarefas: " Role of EVS volunteers in the host organisation:
Volunteers will play a main role in Baltanas, a small town where everyone knows everyone. They will be supported by the City Mayor and the Counsellors and will work directly with the social, cultural and youth technicians in the activities they will carry out.

They will be a reference for us, participating with other collectives, part of the City Council, promoter of their project.

We want them to have initiatives to promote or improve our activities. We will promote their personal projects.

We also want them to motivate our young people to relate with others, to think in Europe. Maybe, our local people can participate as volunteers in the future. It is important for us that they are young people, as they are scarce here.

Participation: from Monday to Friday (mornings). Punctually, there may be weekend activities, especially in summer.
Time of participation: 35 h., including specific and language training (at the beginning, 3h/week of language training).

Volunteers can participate in the activities in the following areas:

- Cultural:

Support our activities (Culture Council). For example:
Cultual Summer activities
Exhibitions and events at the Cerrato Museum
Exhibitions at the Youth House (painting, photography,...).
Presentation of books, talks,...
Courses (summer courses, CIT, local and rural topics, languages,...)
Musical events (organ, Iberic, folk music,...)
Music School and Municipal Painting School

Youth and children's activities. Supporting the Youth, Sport and Feast council, together with the sports technician. Activities:


-Information activities (mainly through the Youth Information Centre planned), paying special attention to Europe and the bulleting we want to publish for its distribution in the region and outside it, mainly through ICTs

-Leisure, non-formal education activities and

o Group sports (football, basketball, volleyball, swimming,...)
o Leisure activities in the swimming-pool
o Contests and games during local feasts
o Extra-curricular activities with the Parent's Association of the Public School
o We grow in summer, with children aged between 4 and 12 years
o Toy library
o Groups of young people in the feasts (peñas).

-DEVELOPMENT, TOURISM AND SPORTS:

Supporting the Council with the Local Development Agent and the Group Local Action Cerrato

-Tourist Information Office, collaborating with its activities
-Cheese and wine fair, Food fair, collaborating with the organisation and activities
-Supprt with tourist dissemination activities (fairs outside our town, published material, web site,...)
-Collaborate with actions related with Tourism and Communication of the ADRI Cerrato
-Collaborate with events of other organisations (Half Marathon of Cerrato, Cerrato in Route,...)

Social: mainly in the Residence La Milagrosa, supported by the Occupational Therapist and Municipal Social Assistant.

Indoor activities:

Accompaniment (talk, listen to and accompany those who need it most, ill people,...)

Support group relations, do games, read press,...

Walks in the inside

Support with stimulating activities (painting, table games, songs, reading,... from their country)

Celebrations (patron's feasts, Christmas, Carnival,...) with the residents and inthe premises (decoration, music,...)

Activities (planning and carrying them out) from their country

Support in the dining-room

Outdoors:

Accompaniments (doctor, shopping, visits, banks,...)

Walks in the town, cultural and social events in the town.

Condições: Acommodation of volunteers
Volunteers will live in a new house, property of the City Council. Their independence is guaranteed. It has 2 bed-rooms, 1 living-room, kitchen, bath and garden.

Prevention of risks, security and protection:

Volunteers will be accompanied, guided and supervised in all activities.

1. Volunteers will receive a folder with: contact details of all people involved in the project (mentor, supervisor, City Mayor, City Council, Youth House, Police Station, emergencies: health centre, hospital, 112, trains, buses, people responsible at a regional level and sending organisation.
2. All EVS volunteers will have all this information handy in their flat: emergency numbers, contact phone numbers, crisis emergencies,...
3. Instructions about the AXA insurance and the European Health Card.
4. How to claim or demand, through the mentor, the regional government,...
5. Psychological and social integration support (mentor, social action centre of Baltanas).

At arrival, they will be registered in our town.
